Full Journal pdf2005-03-02 Senate Journal Page 0437 SB 56 March 2, 2005 Mr. President: Mr. Speaker: 2005-03-02 Senate Journal Page 0438 The Conference Committee considering HOUSE CS FOR CS FOR SENATE BILL NO. 56(FIN) am H and CS FOR SENATE BILL NO. 56(JUD) "An Act relating to criminal law and procedure, criminal sentences, and probation and parole; and providing for an effective date" respectfully requests limited powers of free conference on the following specific point: Except in the case of an offense defined under AS 11.41 or AS 11.46.400, the defendant committed the offense while suffering from a mental disorder or disability, including fetal alcohol spectrum disorder, that was insufficient to constitute a complete defense but that significantly affected the defendant's conduct.
